The First Nations Bailai, Gurang, Gooreng Gooreng and Taribelang Bunda Peoples
The First Nations Bailai, Gurang, Gooreng Gooreng and Taribelang Bunda Peoples (FNBGGGTB Peoples) have inhabited the CQ Region for millennia, maintaining a deep connection to Country. CQP is committed to supporting their progress and that of the local community. We are negotiating to put in place a cultural heritage agreement with the FNBGGGTB Peoples to manage and protect their land and culture throughout the project. Negotiations aim to align the Wooderson Solar Farm with sustainable development principles and respect and enhance the interests and cultural values of the FNBGGGTB Peoples.

CQP Community Engagement Managers regularly hold events in the surrounding areas of the Project. These events provide the opportunity to ask questions, and to learn about the Project in greater detail. Updates will be issued on the website following the events.
Social Impact Assessment
As part of the planning process for the proposed Wooderson Solar Farm, an Social Impact Assessment (SIA) has been completed.
What is a Social Impact Assessment?
The SIA looks at how the project may affect people and communities near the proposed site, both during construction and operation. It considers potential social, economic and community impacts, identifies opportunities to enhance benefits, and outlines measures to manage and mitigate impacts where needed.
A Social Impact Assessment is a standard requirement for renewable energy projects in Queensland. It involves:
Understanding the existing social context of the area
Identifying potential positive and negative social impacts
Considering feedback provided by local communities and stakeholders
Recommending management measures to maximise benefits and reduce impacts over time.
For the Wooderson Solar Farm, the SIA has been informed by community feedback, consultation with stakeholders, and analysis of local conditions.

The SIA Summary provides an overview of the project, the SIA process, potential impacts identified and how the project will maximise benefits and reduce impacts.
The full Social Impact Assessment report contains detailed methodology and findings completed as part of the planning approvals process. This report will be submitted with the development application this year.

Community Benefits
The findings of the Social Impact Assessment (SIA) informed the proposed Community Benefit Agreement (CBA), including the Community Benefit Sharing Program for the project. Responses to a participatory budgeting survey from community groups and organisations near the project guided the focus areas for the Community Benefit Sharing Program funding during construction and operations.
Gladstone Regional Council unanimously endorsed the CBA at its meeting on Tuesday 7 April 2026. You can view the fully executed agreement below.
This is an important milestone for the project and allows CQP to continue progressing through the planning approvals process.
We are deeply committed to both harnessing renewable energy through our projects and ensuring we create tangible benefits for the local communities where our project operates.

During the project’s construction phase.
Employment benefits extend to suppliers
Including fuel/water supply, vehicle servicing, uniform suppliers, tradespersons, tool and equipment suppliers etc.
Up to 10 Full Time Staff
Throughout the 30-35 year operation and maintenance phase.
Community benefit sharing
Will be established to provide positive and lasting benefits to the local community that extend beyond the life of the project.
Employment benefits extend to hospitality
Including hotels, motels, B&Bs, cafes, pubs, catering, cleaning companies etc.
